The California EPA is in the process of enforcing their volatile organic compounds (VOC) regulation "Final Regulation Order For Reducing Volatile Organic Compound Emissions from Consumer Products, Sub-chapter 8.5 Consumer products" concerning Tile and Grout cleaning fluids that has been on the books for over twelve years

Heretofore, California's regulation could not be enforced because products were not available that would meet the regulation's VOC requirements; However, this has changed with the introduction of 100% bio-based USDA certified cleaners that have no VOC content.

Twelve other western states have this same rule as California and will also begin enforcement, which means that distributors, wholesalers, retailers and end users must either find VOC compliant cleaners to sell and use or suffer the consequences, which can be governmental sanctions, monetary fines, or incarceration for non-compliance.

California rules concerning VOC grew out of Southern California's clean air movement and apply to ingredients that can vaporize at room temperature and react with nitrous oxides in the atmosphere to form smog. Whether or not materials are toxic is not taken into consideration

In order to substantiate their claims of “ZERO VOC", some manufacturers have replaced solvents and substituted other toxic chemicals that are not covered by the VOC rules.
